Brookvale Park Stage 2 - Master planning

Last year Council undertook extensive community consultation about the future of Brookvale Park. To meet community expectations, Council resolved to investigate possible funding sources so that the Oval can be maintained as a professional sporting facility.

This Brookvale Park project page will be maintained regularly as the project progresses and will support the community consultation process. It will enable you to stay informed during the project and to provide feedback to Council during the exhibition period.

Public Exhibition Period Closed

The Public Exhibition of funding options for Brookvale Park closed on Saturday 10 December 2011.

Thank you to those who participated in the consultation process and provided feedback. Our consultation partner Straight-Talk will collate this input and the results will be presentated to Council in early 2012.

Have your Say - Securing Brookvale's Future

From 1 November 2011, information about the opportunities to secure the future of the Oval will be on exhibition for six weeks. During this period you will be able to provide feedback, via the online discussion forum , by completing the feedback form, or by writing a submission or email and sending it to us.

Project Update Nov 2011 - Public Exhibition - Securing Brookvale's Future

Warringah Council is exhibiting options for Brookvale Park. For more information -please read the booklet , view the display boards and have your say.

Extensive consultation over 2010 and 2011 found that the community wants Brookvale to be a professional sporting venue, the home of the Sea Eagles and a community park but that any work should not be funded by rate payers.

The project team, led by award-winning design team, McGregor Coxall, tested whether developing a portion of the site could generate enough funds to enable those wishes to be fulfilled. (Please refer to the Feasibility Massing and Envelope Study ). However, the research found that development, alone, will not generate enough funds to ensure that Brookvale Oval can be renewed into the future.

The exhibition contains drawings of several options for the possible design of new facilities at Brookvale – along with the associated costs such a construction and renewal.

The funding options include a rate rise, a mix of development and state or federal government grant as well as putting the Oval into a State Trust.

If Council does nothing Brookvale Oval facilities will fall into disrepair – possibly resulting in the Sea Eagles relocating to another venue.

The McGregor Coxall project team have held two workshops with key stakeholders this week to present the first options on which to base a master plan for Brookvale Park. These options have also been uploaded to Council's website and there has been some media coverage of them and the project.

Brookvale Park Master Plan Design Options July 2011

These are the first master plan options A and B, designed by McGregor Coxall, for Brookvale Oval and Park.

Main proposals
• Grass 'Hill' to be extended around three sides of the oval
• Oval moved slightly to north and surface improved
• New stand with undercover seating and modern amenities on eastern side of oval
• Most trees retained
• Extensive improvements to the parkland and play ground including a bicycle loop
• Three new public plazas
• North facing village courtyard
• Spaces are being considered for a range of uses including;
      • New community and child care facilities
      • New multi sport facilities including cricket nets and netball/basketball courts
      • Retail use
      • Commercial use
      • Residential units
      • Underground car parking

The plans are being shown to stakeholder and community groups and will be used to form a preferred master plan that will be put on exhibition for public comment in September.

First Look at the New Vision for Brookvale Park - Media Release

Internationally renowned design team, McGregor Coxall, has drawn up two initial options for turning Brookvale Oval and Park into a world-class sporting venue and urban village.

The designs are based on nearly a years' worth of community consultation and outline how the park could be developed to provide the funds needed to upgrade and maintain the aging facility. "These designs have it all", said Warringah Mayor, Michael Regan. "They keep the trees and parkland that locals love and, best of all, extend our much-loved hill around the oval."

Maintenance and Renewal Costs - July 2011

In 2010, Council commissioned Waypoint to identify the expected maintenance and renewal costs for the next ten years to keep the Oval's facilities at their current standard.

Waypoint is a specialist consultancy that has extensive experience in valuing sports stadiums and facilities. Waypoint identified that the buildings in the Oval have a replacement value of $26 million.
