Q. What is the masterplan and why do we need one?

Clouston & Associates, renowned landscape architects experienced in planning and managing complex coastal environments, have been appointed by Council to develop the masterplan.

The masterplan will provide a long term plan that seeks to improve and maintain various existing and potentially new facilities including the main entry (or gateway) to the reserve, the car park (including how it works and interacts with local traffic and pedestrians), existing and additional pathways to ensure access is safe, practical and integrated with the reserves overall, the viewing and memorial space, the grassed areas, the existing playground and picnic areas, how the beach is accessed, how the dunes are managed and the long term plan for thisand other considerations such as signage, artwork, park furniture, stormwater treatment, lighting and plantings.

There will be opportunities to incorporate public art into some aspects of the project, and local artists, Milne and Stonehouse, will be working alongside the project team to identify public art and signage opportunities but also to ensure that any finished works will appropriately reflect the values and local culture of North Narrabeen.

The masterplan will need to cater for, and balance the needs of and between, the variety of beach and reserve users including surf and board riders, pedestrians, surf club, runners and casual and regular beach visitors.

Q. Who is on the expert panel and what will they do?

Following consultation with key local stakeholders, Council has engaged a panel of independent industry experts to provide advice on environmental issues, opportunities and constraints for the masterplan.

Angus Gordon , a leading coastal planner and engineer, is currently identifying the key aspects of wave, water and land interaction occurring along the Collaroy-Narrabeen coastline.

James Carley, a senior coastal engineer at UNSW Water Research Laboratory, is conducting a detailed analysis of the sand dunes within the project area including the history and likely continuing movement of sand along the beach that will need to be considered within any option or plan.

Jennie Powell, a senior environmental consultant with Ecological Australia, is currently researching existing and potential flora and fauna issues which will need to be managed or mitigated by the masterplan.
