Initial Forum to Discuss Warringah's Housing Future

This consultation has concluded.

Council is embarking on a consultation process to develop a Housing Strategy for Warringah.  The aim of the strategy is to show how Warringah will meet the State Government’s target of 10,300 new dwellings by 2031, but there is more to it than meeting a State Government housing target.  The Strategy is also about responding to the changing demographics in our area.

An important part of any future housing strategy would be the provision of amenity and creating highly ‘liveable’ neighbourhoods. We want to know what you feel are the most important considerations in accommodating an increased population.

  • Is it traffic concerns?
  • Is it access to recreational areas and other community facilities?
  • Is it the built form of housing in your neighbourhood (i.e. the height, the type of housing etc.)?
  • Is it having vibrant and accessible commercial/shopping centres?
  • Is it having good access to public transport?

Council has been directed through the Metro Strategy to provide 10,300 new dwellings by 2031. Which centres within Warringah are best able to accommodate additional dwelling opportunities?

In 2005 the State Government released its Metropolitan Strategy titled ‘City of Cities – A Plan for Sydney’s Future’. The Strategy sets the broad framework to manage growth and development within Sydney for the 25 year period to 2031. The document sets dwelling and job targets, as well as identifying the key objectives and actions to enable the targets to be achieved.

Should there be more land release in Warringah (non-urban areas) for new dwellings?

What is non-urban land?

The Warringah Local Government Area contains a significant amount of non-urban land. This land is typically characterised by large areas which are relatively unspoiled by urban processes. Many of these areas usually have high cultural, ecological or heritage significance.

If the dual occupancy option is chosen, then this form of residential development would be dispersed within all residential zones throughout the Local Government Area.

Refer to Power point for 'Examples of Housing'.

A ‘dual occupancy’ is development which comprises two dwellings (either attached or detached) on the one lot of land, but does not include secondary dwellings (i.e. granny flats).

What should new dwellings in Warringah look like? How high is too high for new buildings? Should we trade off additional height in identified areas for protection of other areas from further development?

  • Town houses / villas
  • Terrace type housing, 
  • Dual occupancy – attached / detached,
  • Residential flat buildings – low rise (2 stories), medium rise (3 – 4 stories), high rise (5 stories and above),
  • Mixed use / shop top housing,
  • Boarding houses,
  • Detached single dwellings (land release).

How can Housing Affordability in Warringah be improved?

Housing affordability is a key issue for existing and future households in Sydney.  Periods of strong economic growth, low interest rates and policies which have encouraged property investment, have all contributed to rising housing costs which have resulted in difficulties for many people to afford housing.
