Warringah Council is seeking submissions on whether the central section of Curl Curl Beach should be an unleashed dog exercise area at restricted times.

On 13 December, 2011, Council resolved to; “Undertake a study with the view to trialling dog swimming at Curl Curl beach, during non-peak hours and not within 100 metres of the flags and that the study be returned to Council at the earliest possible opportunity.”

The study is focussing on the central part of Curl Curl Beach adjacent to Flora and Ritchie Roberts Reserve which is an unleashed dog exercise area.

It is proposed that dogs would not be allowed on the beach during peak times which would primarily include when the flags are up. They would also not be allowed in the areas where the flags are normally positioned nor in the vicinity of the rock platforms or rock pools.

Under the Companion Animals Act 1998 all dogs in unleashed areas are required to be under effective control of a competent person. Additionally it is an offence to not remove any droppings done by your dog. These requirements would apply to any dogs on the beach with fines starting at $220.

Council is also undertaking an environmental assessment to determine the possible impact to flora and fauna in the area.

Council Policy also currently states that “Before allocating an area as a free-run area for dogs Council will ensure there is no conflict with other users of the area”.

Submissions can be made by emailing council@warringah.nsw.gov.au or writing to Projects Coordinator Dogs on Beaches, Warringah Council Civic Centre, 725 Pittwater Rd, Dee Why NSW, 2099. Submissions close on 28 February.

In December 2011, the new Stage 1 trail between Deep and Middle Creek managed by Warringah Council won the prestigious NSW Minister for Planning and Infrastructure’s Sydney Greenspace Award.

Since it’s opening in October 2011, the new Stage 1 trail and pedestrian/cyclist bridge over Deep Creek have proved very popular with the number of users increasing significantly over the summer.

Trail users are reminded that the Narrabeen Lagoon Trail adjacent to the Cromer Golf Club and Sydney Academy of Sport and Recreation (Stage 2B) has not been constructed. It is due to be completed in 2014. Members of the public can access the existing 7.2 kilometres of the Narrabeen Lagoon Trail until this time.

Members of the public who access the unofficial track across Cromer Golf Club should be aware that there is a real threat of injury and that they’re using the track at their own risk. Access to the informal track over the weir at South Creek is also unsafe. People who use this route do so at their own risk. Warringah Council does not recommend or endorse the use of the informal track or the weir and also asks that walkers respect the Golf Club’s private property.

At Council’s meeting on 13 December 2011, Council adopted a successful tender to carry out the upgrades to Middle Creek Reserve (Stage 2A ). These works are scheduled to commence in late February 2012 and the Reserve will be closed until the end of June 2012.

For Stage 2B, Council is in the process of formalising agreements with the Sydney Academy of Sport and Recreation and the Cromer Golf Club. The public exhibition of the preferred alignment closed 22 December and Council is now preparing the trail designs. The realignment of the Cromer Golf Course is scheduled to commence in late 2012, with the Stage 2B trail works following in 2013.

Register your interest in the Narrabeen Lagoon Multi-Use Trail if you would like to receive project updates.

The upgrade includes:

Refurbished toilets, showers and change rooms on the ground floor

A summary report went to Council on Tuesday 13 December on the results of stakeholder consultation on local government reform, as well as the NSW government's reform process (Destination 2036). This follows a 2-month exhibition of Warringah's discussion paper, an online survey, discussion forum, focus groups and the receipt of submissions.

The main outcomes of Warringah's consultation are:
1. Strong acceptance that the current model for local government is not sustainable.
2. Strong support from the community and other councils for more shared services.
3. A good level of support from the community for a single Council for the Peninsula. Most popular was the
Warringah-Pittwater-Manly combination. Neighbouring councils oppose any consolidation/ amalgamation.
4. Overall opposition to a single large regional council (of 7 councils).

Click here for the detailed report on Warringah's consultation, including the focus group report.

Update 14/12/11:
Council resolved on 13 December to:
- Note the results of Warringah's stakeholder consultation; and
- Prepare a submission to the government on its Destination 2036 draft Action Plan.
