I'm not sure how the system works now, but I would assume an online booking system for all council-owned facilities would be the most efficient system.

Currently to hire the field for a sporting game and or event bookings go through Parks and Reserves. What about booking the 'facility' eg Corporate Lounge for function? Is that a separate area?
An online system should work efficiently so schools, community events, private functions and Sea Eagles Games all are shown in the council system to avoid double bookings.
As soon as Sea Eagles Game locked in the remainder of weekend can be released as available.

The booking system should be relatively easy to construct. Campbelltown Council seems to know how to do it for its stadium:

I think what this question is asking is the process and protocol for when a community organisation wishes to use the ground.

Most importantly make sure potential users can FIND IT on the council website, rather than hiding it in some obscure location so they can claim it's there but no-one will actually make a booking.
Then, make sure there is a VISIBLE online availability schedule, so when the oval is free, a potential booker can actually SEE it is free and council has no option to refuse a booking.
It's all about TRANSPARANCY as unfortunately nobody trusts the council to do the right thing!
